I'm guessing late 1920s. That they had enough popularity to warrant an expensive 8x10 promotional photo indicates they weren't unknown. The city or region where you found it might give a clue. Chicago?
I copied and enhanced the photo a bit to try to identify at least one player, no dice.

P.S. Note that the clarinet / alto sax player is the only one wearing spats. This suggests that he's the band leader.
